Turkey have only won one of their last five (D3 L1) and that run looks unlikely to end against a German team that have recovered well since back-to-back failures at the 2018 World Cup and the inaugural Nations League.

Following their Nations League disappointment, Germany have lost just one of their subsequent twelve matches (W7 D4). In that run their only clean sheets have come against Belarus, Estonia and Northern Ireland, so a Germany win and both teams to score could land at [3.5].
